Minutes of the meeting held on the 2nd September 2009 at 7.30pm in the Reading Room, Burton Bradstock

 

 

Present: Cllrs: A Mackie, P Dutton, D Dixon, K Broad, P Middlemast, P Toms, G Moody, K Delves. WDCC Cllr:  M Parsons (part-time) and 3 members of the public.

Cllr Venn joined the meeting at a later stage as did one member of the public.

2 Declarations of Interest: There were no declarations of interest.

 

3 Minutes of the previous meetings:

The minutes of the Parish Council meetings of the 1st July, 2009 and the special meeting of the 17th July, 2009 (to approve the external audit documents) were approved and signed by the Chairman as a true record.  

 

4 Nomination for Vice Chairman:

Cllr P Dutton has put his name forward and the Parish Council agreed his nomination as Vice Chairman of Burton Bradstock Parish Council.              Action: Parish Clerk to complete necessary paperwork.

 

5 Parish Clerks report and Matters Arising

In the absence of the clerk (on holiday) the Chairman gave the report.

R.Brown is preparing a quote for work on the wall near the allotments, damage done by a car, and also has repaired the Reading Room door. However this will need more work as the framework has rotted.

The Phone Box in the High St has been repaired but not painted.

The Clerk has responded to the Pizza Van enquiry.

Cllr P.Dutton is establishing who owns various bits of land in and around the village. The Council has received a Risk Assessment reference work at the Post office from the contractors.                                     Action: Clerk to give to Cllr K Delves for comment.

Environment Agency/Wessex Water. The Clerk has met with both agencies and they will contact him again when work is due to be started. We have agreed to go with option 2 , so they will not cross the playing field.

The work planned for High Street has been planned, in agreement with the main commercial outlets, as taking place in October.

The Shoreline Management Plan Response has been placed in the Library.

 

6 Correspondence:

DAPTC: Chief Executives circular

Letter of thanks: Received from the Church Fete organising committee re use of equipment.

 

7 Planning Committee report:

A meeting took place on 30th July.

An enforcement notice has been issued in relation to the breach of planning control at the Hive Beach caf.

Instructions have been issued to the WDDC legal team to issue a Planning Contravention Notice regarding The Old Smithy to Burton Bradstock Garage.

There has been no breach of Planning Control at Burton Bradstock Working Horse farm, Bredy Road.

A question was raised by Cllr. Moody with regard to the potential for enforcement as the Hive Caf canopy is still up.  Action: Clerk to update the Council on what will happen.

The following applications were discussed.

Approval:

1/D/08/001046 – Burton Cove, Shadrach. Erect dwelling. Further confirmation of approval already given by WDDC on the 24th July 2008.

Consultation:

1/D/09/001012 – Burton Lodge, Barr Lane. Convert part of garages & extension to form additional accommodation. There were no objections.

1/D/09/001304 & 001305 – Granary Cottage, 21 Shadrach. Extension and alterations. There were no objections. The Council felt that the original newels and handrails should be boxed in on the winding staircase.

1/D/09/000950 – The Old Coach House, Shipton Lane.  Dormer windows. There were no objections.

1/D/09/001086 – Graston House, Annings Lane. Restoration/ Reconstruction of existing garaging & car port to provide two garages & general store.

1/D/09/001085 – Graston House Annings Lane. Convert redundant farm outbuilding & extensions to provide ancillary accommodation. Change of use from agricultural land to residential cartilage.

It was agreed that the Clerk would contact the owners in order to arrange a site visit, if possible on Monday 3rd August at 6.00pm.

Amendments:

Amendments of a minor nature not requiring Parish Council consultation or approval.

1/D/09/000031 -  Hive Beach car park.

1/D/09/000562 – Manor Farm, High St.

1/D/07/002004 – Barrowfield, Barr Lane.

Further discussions took place on the following:

Tree Report:

CA/09/00217 – The Leet, 7 Flax Mill. To cut back 10 sycamore trees by 35%. P.Toms reported that there was some other tree work also to be done. There were no objections.

Missing gate in Bredy Rd: The Clerk to try to resolve this matter with the land owner and the DCC Footpath officer.

B.James: Expressed concern that some of the new potential properties in the Manor farm development would be too expensive for local people to purchase.

 

8 Finance Committee report:

There has been no meeting of this committee during the period. Some councillors were involved in the recruitment of the new RFO, Jane Hill.

 

9 Working Parties:

Cllr. Dixon reported that the next meeting of the youth group is planned for 11th September. No further progress was reported.

Athe progress on the Parish Council was explained by Cllr. Venn. After discussion it was agreed that the Cllrs. should e-mail Cllr. Venn with their ideas on the content and way forward for the web site.                                       Action: Councillors and Clerk

Cllr Venn was thanked for his efforts in producing the web site at zero cost.

 

10 Finance:

One cheque raised for the sum of 27, Mrs Stevens (Cleaner of the Reading Room) The Council agreed to this payment.

Approval was agreed by the Parish Council to the return of overpaid rent by the tenant of the Hive Caf. (The tenant had not cancelled his bank order)

 

11 B3157 Road Safety Update:

In the absence of Cllr Pett, the chairman updated the meeting on further developments. There is to be a drop in session , open to the public, in the village hall from 2 till 8pm. All councilors were requested to attend this important event. The public attending the Council meeting were also availed of the importance of this event.

Posters and leaflets advertising the event will be distributed.          Action: Clerk

As a further supporting event, there will be a drivers training session in the village hall on 22nd October.

 

12 Library Update:

Cllr Middlemast provided the council with an update and described some of the issues. The Parish Council agreed that Cllr Middlemast should pursue the transfer of the building from Dorset County Council, and provide the Council with a provisional legal agreement for consideration.                                                                       Action: Cllr. Middlemast

 

13 Post Office Update:

The chairman informed the Council that he had received a letter from Burton Bradstock Village Society with an offer of some funds to partially pay for the faade work planned to be carried out. The letter made reference to a number of issues that the Council will need and have agreed to address in the future.                          Action: Chair and Clerk

The tenants will be applying for grants in the near future and are seeking the support of the Parish Council.                   Action: Clerk, to be discussed at the October meeting

 

14 AOB

Cllr. Dutton informed the Council of his work to establish ownership of the various plots of land. Land Registry records only start in 1990 and it was agreed that further efforts be made to check files for the necessary paperwork            Action: Clerk and Cllr. Dutton

Cllr Dixon informed the council about his meeting with the National Trust (Notes attached) After discussion, it was agreed that the Parish Council should write to NT about the loss of a public amenity due to the change of hours of closure of the public toilets. Cllr Dixon disagreed and expressed his wish to withdraw from the role of liaison with the NT.                                      Action: Clerk/ Chair to draft letter and explore options for further liaison.

Cllr Dixon also explained that the NT was lobbying for a change of route to allow the number 45 bus to go down to the Hive beach. The council agreed to support this initiative on the grounds of providing an environment friendly solution and write to the bus company.                                                     Action: Clerk

 

15 Date of next meeting: 7th October.  

Cllrs Moody and Mackie gave their apologies for this meeting.

 

16. Democratic Half Hour:

A Bristol asked if planning applications could be followed up to ensure good finish. Cllr Parsons pointed out that there was no time limit to applications once some work had been carried out but would pursue the issue.

 

G Adderley asked about the whereabouts of the signs at the bottom of Cliff Road. He was aware that they had been taken away for repair but requested that they be returned and erected.                                                                            Action: Clerk to investigate

 

Cllr Middlemast reported that she had a number of issues raised by a member of the public.

There were a lot of weeds around the phone box in the centre of the village.

Near the toilet block at the garage there was a build up of rubbish. The bins are difficult to locate.                      Action: Clerk to investigate and action rubbish bin re-location

 

A Bristol pointed out that a sign near the Hive car park said that the NT were operating the car park for the benefit of the Burton Bradstock and surrounding villages – perhaps this could be used in the discussions with the NT on the issue of the toilets.
