MINUTES OF BURTON BRADSTOCK PARISH COUNCIL MEETING

Held On 2nd June 2010 at 7.30pm in the Reading Room, Burton Bradstock

 

 

Present: Cllrs: A.Mackie,  P.Dutton,  D.Venn,  D.Batten,  S.Churchill,  S.Pett,  F.Moore (Clerk),

DCC Cllr: R.Coatsworth,  and 5 members of the public.

 

 

1.    Apologies: Cllrs: G.Moody,  P.Toms,  K.Delves,  D.Dixon,  P.Middlemast.

 

2.  Declarations of Interest: There were no declarations of Interest.

 

ACTION

3.  Minutes of the previous Meeting 5th May 2010.

The following amendments were made.

Item 10 Point 4 should read ÔView from BridportÕ, and  Item 15 Finance,  The Finance Committee recommends that the accounts for the year ending March 2010 be formally adopted and that I Wigglesworth should continue as the Internal auditor.

After these amendments the minutes were approved and signed by the Chairman as a true record.

 

 

4.  Parish ClerkÕs Report and Matters arising:

  • Play area: Quotes had been received today regarding repairs to two areas in the play area. After discussion it was agreed to circulate the quotes to all councillors and the Clerk to get further quotations from Huck Nets and Wicksteed Leisure.
  • Allotment Boundary Wall: The Clerk had no luck with Kingston Mauward College or the Dorset Countryside Volunteers. Cllr: Moody was in contact with the National Trust on this point.
  • Village GreenÕs Car Encroachment: The only Council to respond on this item was Dorchester Town Council who had similar problems and put up bollards and raised kerbs at some considerable expense. After discussion it was agreed that Cllr. Pett raise this issue with the Highways Department.
  • Displaying Signs on Roadside Verges:  The Clerk reported that there were no guidelines for display signs if they were temporary, two to three weeks in duration and of a size of a small sandwich board. However for anything else advice should be sort from WDDC Planning Department. The Clerk had passed this information on to M.Southgate.
  • Planning Enforcement Issues: There were a number of these issues still outstanding. It was agreed that the Clerk inform WDDC Cllr: M.Parsons about these issues and ask him to pursue them.
  • Meeting with CEOÕs of DCC and WDDC:  This has now been set for Monday 15th November 2010 at 7.30pm in the Reading Room.
  • Reading Room Repairs: The carpentry work has been done and, however a small detail needs to be resolved on the front door. Cllr: Delves is to meet with the contractor on this point. The decorating should commence on the 28th June.
  • Shipton Lane Hedges particularly near the Cemetery:  the Clerk reported that he had been in correspondence with the Secretary of the Parochial Church Council, and he had confirmed that they would be trimming the hedges and trees bordering Shipton Lane and the burial ground in accordance with his discussions with DCC. The work will be carried out in the autumn along with other hedge cutting carried out in the vicinity.
  • Community Self-Help during extreme Winter Weather: The Clerk reported that he was in discussion with the Western Highways Office and P.Mayo of Kennon Farm on this matter.
  • Memorial Benches:  After discussion it was agreed in principle that the Council would support the erection in the Parish of Memorial benches. Cllr. Dutton to pursue the current application.

 

5. Democratic Quarter Hour:

¤       B.James:  With regard to the Village GreenÕs, a small metal fence could be a cheaper and effective option. B.James expressed concerns about the dangerous access point from Charles Road onto Barr Lane. Cllr Pett was given two other letters from local residents on this issue.

 

6.  Correspondence:

¤       DCC Highways: Details of road closures between 7th – 11 June accessing the A35 in the Litton Cheney and Long Bredy areas. Details to be placed on notice board. Also there was a new number for Highways enquiries: 01305 221020..

Details had also been received from Highways regarding that will be carried out and work that will be curtailed in this financial year. The Clerk to circulate to all councillors.

¤       DAPTC: Chief ExecutiveÕs Circulars and the timetable for this years AGM which will be held on 6th November.

¤       Village Hall Trust: A letter of thanks from the Chairman with respect to our grant of £1250 in support of the Village Hall Project 2010.

¤       DCC: Details regarding an additional site at Lilac farm for the Bridport Waste Management Facility.

¤       Rural Housing Advice Officer: New appointment of Rachael McCarthy, contact 07989358468,  Email: R.McCarthy@westdorset-dc.gov.uk

¤       West Dorset Fencing Club: An application for grant aid. This would be passed to the Finance Committee for consideration. The Clerk to inform the club of this decision.

¤       Code of Conduct Roadshows: The local one will be in the Town Hall on Tuesday 15th June from 10am to 12 noon and repeated again from 2pm to 4pm.

¤       Reading Room Hire for Beginners Computer Courses:  It was agreed that this was an important opportunity for the parishioners and that therefore there would be no charge.

¤       BBC Survey of Dorset Residents for the need for BBC Radio Dorset: A letter from K.Pett of DorBAG asking people to spread the word about trying to achieve a local radio station for all of Dorset.

7. Working Party Updates:

 Burton Bradstock Parish Council Website:  Cllr: Venn reported that the website was up and running and had been updated twice. He reminded councillor colleagues to send him a small passport photograph for inclusion on the website.

Hive Beach Toilets:  Cllr.Mackie reported that Cllr Moody had received correspondence from WDDC stating that any agreement with the Parish Council was no longer in existence after the National Trust took back the Hive Beach Car Park Lease. Therefore any written documents would be null and void.

 

8.  Planning Committee Report:

The Clerk reported on the meeting held on 17th May 2010. Cllr Toms was elected as Chairman.

The following applications were approved:

1/D/10/000211 – Brook field adjacent to Brook Cottage.

1/D/10/000319 – Graston House, Annings Lane.

1/D/10/000308 – Hive Beach CafŽ.

1/D/10/000153 – Burton End, Coast Road.

1/D/10/000275 – Freshwater Beach Holiday Park.

The following applications were considered:

1/D/10/000628 – 16 Beach Road. Demolish part of lean-to conservatory and erect extension. Alterations to fenestration. There were no objections.

1/D/10/000638 – 20 Bindbarrow. Demolish sunroom & erect extension. There were no objections.

1/D/10/000669 – Graston Farm. Single storey & two storey extension. Change of use to extend garden. There were no objections. The Council however made this statement to WDDC. The Council has a growing concern regarding the polarisation of the Parish housing stock between small cottages and larger, luxury housing. We are increasingly seeing modest and medium sized properties being enlarged with addition of extra bedrooms and reception rooms. A sustainable community is one in which there is a diversity of housing stock available to accommodate people at all stages of life and with the full range of housing needs. The Council recognises that the parish is rapidly loosing medium sized family homes and the opportunity these properties present for local people to move within the parish as their housing needs change with growing families.

10. Post Office:

Cllr.Mackie stated that he had circulated a copy of a letter to all councillors from the ÔTenantsÕ expressing concern that the rent was set to high. Could councillors please respond with comments? A.Mackie would reply in draft form with circulation to the Parish Council when we have had a response from the Village Society.

 

11. Library Update:

The Chairman reported that a meeting had taken place in May between the Parish Council and its legal representatives and members of DCC Library and Legal Services. There are three areas still to be resolved, but hopefully this will be sorted out very soon. The issues are the relationship between the DCC Library Services and the Parish Council, CRB checks for staff and volunteers at the Library and the responsibility of the listed mural in the building.

 

12. B3157 Report:

Cllr.Pett reported that the Board met under its new Chairman, Cllr Finney on the 10th May.

An accident statistics report indicated that nearly all accidents were due to driver error.

A request for the BoardÕs backing for designation of b3157 as a scenic route has been received. There were strong feelings on both sides of the fence for this topic. Cllr. Pett suggested that any increase in traffic would be counterproductive to Burton BradstockÕs efforts to make the road safer, and that additional traffic movements would make life more intolerable for people living near to or having to cross the road. This was backed by the representative from DAONB. A. Ackerman, Head of Client Services for DCC Highways said that such a move would be against DCC policy, which states that traffic should be encouraged to use the major roads in the County.

Cllr Batten reminded colleagues that tourism was a vital issue for people in West Dorset.

The designation of B3157 as a 7.5 tonne restricted weight route (except for PSVs and access) was discussed and is to be investigated further.

A.Brown reported that the 20mph speed limit for stretches within Burton Bradstock and Abbotsbury had been agreed in principle.

A time scale for a final report on recommended safety improvements is set to be presented to the Project team by the end of May. When the Board has agreed the recommendations, presentations will be made to each village so the public can be informed.

There has been no date set for the next Board meeting.

 

13. A.O.B.

  • Basketball Posts: Cllr Pett to liaise with Cllr Dixon on erecting the posts as soon as possible.
  • Cllr.Venn:  Grass needs to be cut in three areas, around the seat in Cliff Road, near the stile to the left of Timber Bridge, the bus shelter and the style between the playing fields and ÔCorncrakeÕ. The Clerk to pursue.

15. Democratic Quarter Hour:

  • R.Coatsworth.  Expressed concern that a road sign at Chickerell directs traffic away from the Coast Road.

The Queens Speech has a number of bills in it which could directly affect Parish Councils, such as , the abolition of Regional Spatial Strategies, and the Standards Board Regime.

  • J.Baker:  The fingerpost has been broken at the bottom of the High Street for at least two years. Cllr. Coatsworth agreed to pursue this matter.
