Playground Inspections

Report to BBPC at its meeting on 6 July 2011

 

1.    Currently Playground Inspections are undertaken by our Handyman at weekly intervals and costing £15 (1 hour at his current rates).  Inspection reports are should be completed weekly (a current insurance condition).  Minor repairs and maintenance should be undertaken within the allowance and anything greater than this reported to the Parish Clerk. 

 

2.    Experience has shown that the reports are not completed every week, without the Clerk being notified of any gaps/ absences, and that outstanding works are not always reported. 

 

3.    I understand from the Clerk that he used to undertake these inspections but they were stopped as at the time the PC wished him to devote more time to Hive Beach parking matters.  This lead to a period when no inspections were being carried out, a gap which the PC filled with the Handyman's inspections at the beginning of 2010.  

 

4.    The Parish Clerk is willing to undertake the inspections again, and would include any minor repairs at the same time.  He has commented that the actual inspections should be completed well within the current 1 hour allowance, allowing time for minor repairs.  To minimise travel he would undertake the inspections when in the village for other reasons where practical, bearing in mind the need for the inspections to be approximately weekly.  Completed reports would be submitted to the RFO together with the Parish ClerkÕs monthly timesheets, thereby securing their completion as required by our insurers. 

 

5.    I recommend to the Parish Council that:

 

5.1. The Parish Council instructs the Parish Clerk to undertake the playground inspections and any minor repairs as above in place of the Handyman for a trial period of approximately 1 year with effect from the 1st August 2011. 

5.2. The RFO prepares a report on the efficacy of these arrangements to the September 2012 Parish Council meeting.
