ANNEXE B

 

FINANCE AND GENERAL PURPOSES COMMITTEE

 

     Responsibilities and Delegated Powers

           

The regulation, management and control of the finances of the Parish Council, including particularly

á         the preparation and recommendation to the Council of the annual budget and the precept requirement,

á         monitoring and regular review of incomes and expenditure on capital schemes and budgets and the provision of regular reports and guidance to the Council and relevant Committees on the levels of such incomes and expenditure and variances to ensure proper control is exercised,

á         ensuring that proper financial records are kept and that an adequate and effective system of control (including the appointment of auditors and up-to-date Financial Regulations) is in place to secure the overall integrity in the management of the Parish Council finances and to ensure the preservation of proper financial practices,

á         reviewing and taking action as appropriate on reports from both the internal and external auditors,

á         recommending for approval by the Council expenditure limits for the other established committees and authorising as appropriate requests from these other committees for supplementary expenditure,

á         the provision of guidance to the Council and Committees on matters relating to tenders and new contractual agreements or the review of any existing arrangements,

á         the provision of guidance to the Council on the policy and proposals for donations and grants.

 

The administration of staff employed by the Parish Council including matters relating to terms and conditions of employment and levels of salaries and the compliance with all legislative requirements relating to the employment of staff.

 

The regular assessment of risks facing the Parish Council and to take action or make recommendation as appropriate on measures to avoid, reduce or control those risks or their consequences; particularly to annually review the adequacy of the insurance cover carried by the Council.

 

The oversight of the administration of the Parish Council to ensure that it is effective and in compliance with legal requirements; particularly to ensure that a proper archive is maintained and that the requirement of any request under the Freedom of Information Act can be met.

   

Conduct of Business

 

This Committee shall at all times conduct its business in accordance with Burton Bradstock Parish Council Standing Orders except where specifically defined otherwise in this annexe.

 

Membership

 

     The standing membership shall be four Parish Councillors. The Responsible Financial Officer should attend committee meetings.

 

Quorum

 

     One half of its members shall constitute a quorum at meetings of this committee.

      

Meetings

 

     The Committee shall meet at least quarterly and as dictated by the extent of matters of concern or requiring consideration by the Committee.

 

Responsibilities of the Chairman of the Finance and General Purposes Committee

 

     In addition to those responsibilities set out in the Standing Orders, the Chairman shall

á      at his discretion decide which issues should be dealt with by the committee or which should be referred to the Council for resolution,

á      prepare a monthly report for the Parish council

á      and submit agenda items for Council Meetings.

 

       Administration of committee activities

 

The Responsible Financial Officer shall be responsible for the routine administration of the Committee.
