RESPONSIBLE FINANCIAL OFFICER

 

Duties and Responsibilities

 

The Responsible Financial Officer is ultimately accountable to the Parish Council for the proper execution of his duties but he should work in close liaison with the Finance and General Purposes Committee to ensure the effective management and control of Parish Council financial affairs.

 

        Particular duties as Responsible Financial Officer include

á      the administration of and attendance at all committee meetings of The Finance and General Purposes Committee,

á      compilation of proper financial records (cash book; payroll; VAT, tax and other statutory returns etc.,)

á      payment of invoices,

á      tender, purchasing and contract actions,

á      setting out the budget and quarterly forecast,

á      monitoring and reporting of the expenditure, income, credit and debit situation,

á      preparation of the end-of-year financial statement for the Annual Parish meeting,

á      liaison with the Internal Auditor,

á      submission of External Audit Return and ensuring compliance with the audit report,

á      raising and/or renewing insurance cover,

á      ensuring that the Parish Council financial affairs are conducted in accordance with the Burton Bradstock Parish Council Financial Regulations and relevant directives from higher authorities and the routine review of the Financial Regulations,

á      actioning any task of a financial nature as designated by the Council or the Finance and General Purposes Committee.
